Phase-locked loop (PLL) with VCO and lock detector: Like the 74HC4046, a voltage-controlled oscillator set by C1A/C1B, R1 and R2 and tuned by VCOIN, with phase comparators PC1 and PC2. Instead of a third comparator it has a lock detector: LD goes high when the loop is locked, with a capacitor on CLD to filter it. The lock detector works with PC2. INH high stops the VCO.
