Phase-locked loop (PLL) with VCO: Contains a voltage-controlled oscillator and three phase comparators. The VCO frequency on VCOOUT is set by a capacitor on C1A/C1B and resistors on R1 and R2, and tuned by the voltage on VCOIN. Used for frequency multiplication, FM demodulation and tone decoding. INH high stops the VCO. Same pinout as the CD4046, but pin 15 is a third phase comparator output instead of a zener diode.
