Dual synchronous BCD (decade) counter: Each counter counts 0–9 in BCD, stepping on a rising edge of CP0 while CP1 is high, or on a falling edge of CP1 while CP0 is low, so either pin can be the clock and the other an enable. MR high resets it. Same pinout as the CD4518.
