4-to-16 line decoder with input latch and active-low outputs: Like the CD4514, but the selected output S0–S15 goes low instead of high. A high on the inhibit input E sets all outputs high. Runs on 3–18 V. Comes in a wide (0.6") 24-pin DIP.
