Decade up/down counter with latch and 7-segment driver: Rising edges on UP count up and on DOWN count down, 0–9, and the count drives a common-cathode 7-segment display directly on a–g. LE high holds the displayed digit while counting goes on, TE high stops counting, and RESET high clears the count to 0. CARRY and BORROW give a short low pulse when the count wraps from 9 to 0 or 0 to 9, and go to the UP and DOWN inputs of the next digit's counter.
