4-to-16 line decoder with input latch: The 4-bit address on D1–D4 is latched while the strobe input LE is low, and selects which one of the sixteen outputs S0–S15 goes high. A high on the inhibit input E sets all outputs low. Same pinout as the CD4514. The DIP version is usually the wide (0.6") 24-pin package.
