Dual retriggerable precision monostable (one-shot): Each half makes a pulse whose length is set by a capacitor between Cext and Rext/Cext and a resistor from Rext/Cext to VCC; the Cext pin itself connects to GND. It triggers on a rising edge of A while B is high, or a falling edge of B while A is low, and retriggering stretches the pulse. RD low ends the pulse. Same pinout as the CD4538.
