8-to-3 line priority encoder: Turns the highest-numbered high input D0–D7 into a 3-bit binary code on Q0–Q2. EI high enables the chip; GS goes high when the chip is enabled and any input is high, and EO goes high when the chip is enabled but no input is, for cascading encoders.
