Dual 1-of-4 decoder/demultiplexer with active-low outputs: Each half turns a 2-bit address on A and B into one low output among Q0–Q3. A high on the half's enable E sets all its outputs high. Same pinout as the 74HC139. Runs on 3–18 V.
