16-key keypad encoder: Scans a 4 × 4 key matrix on the rows Y1–Y4 and columns X1–X4, debounces the key, and puts its 4-bit code on the tri-state outputs A–D. DA goes high when a new key is ready. A capacitor on OSC sets the scan rate and one on KBM sets the debounce time. OE low turns on the outputs.
